Practice Experience

Lawyer Xiao Fangyong worked in the Legal Affairs Department of Yanqing Branch of Beijing Municipal Public Security Bureau from 2005 to 2011, joined Beijing Gaopeng Law Firm in 2011, and officially started his practice in 2013. He mainly engages in litigation and non-litigation businesses focusing on corporate and securities legal affairs. He has participated in representing many major litigation and arbitration cases with large subject matters, as well as participated in the listing of many enterprises on the National Equities Exchange and Quotations, participated in projects such as acquisition and merger of listed companies, investment and financing, and securities issuance, participated in the perennial legal advisory work for companies such as Tangshan Sanyou Chemical Industry Co., Ltd., China National Tobacco Corporation, and China Tobacco Investment Management Corporation, and represented many administrative litigation cases.

He is currently a member of the Securities Business Research Committee of the Beijing Chaoyang District Lawyers Association.

1.Major cases in litigation and arbitration

• Participated in representing the Export-Import Bank of China in the final trial and execution of a 200 million yuan loan contract dispute case against Rongcheng Shenfei Shipbuilding Co., Ltd., Shenfei Group Co., Ltd., Zhang Renfei, and Chen Chunfen;

• Participated in representing the Export-Import Bank of China in the final trial and execution of a financial loan contract dispute case against Ningbo Haitian Import and Export Co., Ltd., Ye Mingsen, and Xuzhou Zhongzhe Real Estate Development Co., Ltd.;

• Participated in representing Chongqing Huayu Property (Group) Co., Ltd. in the second-instance case of a land use right transfer contract dispute at the Supreme People's Court;

• Participated in representing Xuzhou Yuanda Real Estate Co., Ltd. in the retrial of a house demolition and resettlement compensation contract dispute at the Supreme People's Court and the retrial at the Jiangsu Provincial Higher People's Court;

• Participated in representing Xinjiang Uygur Autonomous Region Tobacco Company in the second-instance case of an enterprise lease management contract dispute at the Supreme People's Court;

• Participated in representing China Merchants Bank Co., Ltd. Shenzhen Branch in a creditor's rights transfer contract dispute case with Ping An Bank Kunming Branch;

• Participated in representing Tangshan Sanyou Chemical Industry Co., Ltd. in a series of equity pledge contract dispute cases with Qinghai Wucai Mining Co., Ltd.;

• Participated in representing a certain bureau under the State Council in more than ten administrative litigation cases, all of which were won.

• Participated in the project of Tangshan Sanyou Chemical Industry Co., Ltd. issuing 1 billion yuan of corporate bonds in 2015;

• Participated in the project of Tangshan Sanyou Chemical Industry Co., Ltd. privately placing 180 million shares in 2016;

• Participated in the project of Tangshan Sanyou Chemical Industry Co., Ltd. issuing 1 billion yuan of medium-term notes in 2017;
